Territorial-Landworks, Inc. offers more than 250 years of combined experience with public and private land use development projects, subdivisions, contract administration, land surveying, civil design and participation in advisory committees assisting with the development of land use regulations.  Territorial-Landworks, Inc.’s staff consists of highly experienced and qualified Engineers, Land Surveyors, Sanitarians, Planners, Design Technicians, CAD Technicians, Survey Crews and Administrative Staff.

Associates

Tim Wolfe, P.E.; President, founded Territorial Engineering & Surveying, Inc. in 1983.  He has over thirty years in the Civil Engineering and Surveying profession.  Tim has diverse experience starting as a Design Engineer and Construction Inspector in Missoula in 1976.  He has worked on a wide variety of public works projects and land developments.  His expertise includes road design, retrofitting street improvements, storm drainage improvements, sewer collection main designs, and water delivery main designs, as well as various other projects from inception through design and construction.  He also has a strong background in Land Surveying and construction staking.  Tim has managed construction staking and mapping at the Missoula County Airport every year since 1991.  He oversees construction staking on highway construction, private and Forest Service roads, buildings, parking lots and utilities.  Tim has experience with rural development including parcel design, onsite sanitation designs, roads, driveways and floodplain delineation.  Tim’s responsibilities at Territorial-Landworks, Inc. include project management, design review, scheduling, and general management of the firm.

Jason Rice, P.E.; CEO, started Landworks Consulting & Design, Inc. in January of 2003 and has been practicing Civil Engineering since 1998.  Jason started his career by field-testing materials for quality control which then led to experience that includes Planning, design, implementation, and construction oversight of on-site sanitation projects of all sizes, on-site public water systems, roads, pedestrian/bicycle facilities, storm water facilities (design and hydrology), water delivery mains, sewer collections mains, parking lots, commercial and residential site developments and subdivisions, and irrigation facilities.  He has been involved with federally funded projects, most notably as the Project Manager for over 10 Community Transportation Enhancement Projects (CTEP).  He has managed planning projects for subdivisions ranging in lot counts of 2 to 600.  As a Project Manager, Jason is very resourceful and proactively communicates with Clients and other project team members in order to implement solutions to complications that may arise during the development of a project.  Jason’s responsibilities at Territorial-Landworks, Inc. include project management, design calculations, design review, office management, staff coordination, and strict adherence to the Business Plan.

Mark Bellon, P.E.; Vice President, joined Territorial Engineering & Surveying, Inc. in July of 1994 and has been an associate since January of 2001.  His Civil Engineering background is founded in site development, Planning, design, permitting and construction oversight for civil improvements serving commercial and residential subdivisions.  Mark has extensive experience with innovative design and permitting of onsite public sewer and water systems, roadways, commercial grading plans, storm drainage structures, and municipal sewer and water extensions.  He is also proficient in contract document preparation, contract administration, construction oversight, and project certification.  Mark is a resourceful team leader that emphasizes efficiency and is committed to providing Clients with individual, professional attention.  Mark’s responsibilities at Territorial-Landworks, Inc. include project management, design review, staff coordination, and oversight of general company operations.  

Nathan Lucke, P.E.; CFO, joined Landworks Consulting & Design, Inc. in June of 2003 and became an associate in January of 2006.  He has experience in management, Planning, design and construction administration of Civil Engineering and development projects.  His work has included commercial and industrial site development, as well as subdivision projects from 2 to over 200 lots.  Nathan guides projects from their inception and planning through analysis and design to final completion.  Nathan’s responsibilities at Territorial-Landworks, Inc. include project management, budget tracking and control as the CFO, and he oversees all drafting standards and drafting quality control.

Andy Short, R.S.; Assistant Secretary, joined Landworks Consulting & Design in October of 2005, and became an Associate in July 2008.  Andy is a Planner and a Registered Sanitarian in the State of Montana.  He has worked in the environmental health field since 2002 building his experience with the strong foundations of field and planning effort, commercial, and government work as well.  Andy’s experience in Land Use Planning began when he competed for and won the position of Planning Director for Mineral County in 2004.  He has a very diverse background in Land Use Planning and his specialty is permitting and design of onsite sewer and water systems.  He is an authorized Contract Subdivision Reviewer for the Montana Department of Environmental Quality.  He has vast and relevant hands-on experience with environmental site evaluations and assessing applicable health codes for onsite sewer and water systems.  Andy’s experience includes the “cradle to grave” responsibility for many of his projects from their inception, planning, analysis and design to final completion.  

Ed Fleming, PLS, joined Territorial Engineering & Surveying, Inc. in April of 1988.  He has over thirty years of experience as a Land Surveyor which includes managing survey crews, conducting boundary surveys, ALTA and LOMA surveys, mapping, and most aspects of construction surveying including structure and utility layout, pipeline, bridge, highway, airport, strip mine, earthen dam, and seismic surveys.  Ed’s experience has brought him to Wisconsin, Nebraska, Alaska, Idaho, Wyoming, Utah, and Montana, and he is currently Professionally Licensed in Montana, Idaho, and Alaska.  Ed’s responsibilities at Territorial-Landworks, Inc. include boundary surveys, construction and layout quality-control, and authoring and review of legal survey documents prepared for record.

Matt Jacobson, PLS, has been with Territorial-Landworks, Inc. since November 2007, and became an associate in July 2008.  Matt began his career in Land Surveying in 1995 and has accumulated years of experience providing his expertise for government and private projects.  As a Professional Land Surveyor since 2003, Matt has experience with various surveys including boundary relocations, retracements, family transfers, subdivision plats, ALTA’s, LOMA’s, topographic surveys and site maps, along with various legal descriptions and easement preparation.  Matt has been a proficient field Survey Party Chief since 2000, and has developed expertise with Topcon, Geodimeter, and Trimble GPS, as well as software such as Terramodel, TDS, TGO, and Star*Net.

Engineers

Andrea Day, P.E., has experience with municipal water and sewer main extensions and replacement.  She has her Master’s Degree in Civil Engineering with a Geotechnical Emphasis.  Her previous experience includes landfill design, Geotechnical Engineering, working as a Grade Foreman, an Assistant Dam Safety Engineer, and a Field and Project Engineer.  She also has experience with civil projects including commercial site grading, MDEQ applications, onsite sewer, water and stormwater, residential subdivision grading and drainage and CTEP trail design.  She is proficient in preparing and managing contract documents as well as providing construction oversight.

Mike Day, E.I., has extensive experience in CTEP trail design and contract administration, as well as roadway design, planning and specification preparation for grading plans, street designs, municipal sewer, and hillside grading projects.  All of his roadway and pathway designs have been utilized and have been in accordance with current AASHTO, ADA, and MUTCD design standards.  He also has background in Structural Engineering.

 Zane Johnson, Project Manager, has experience in commercial Project Management and residential land development.  He has additional experience utilizing Land Development Desktop/AutoCAD software for site design.  He specializes in office, retail, churches, schools, hospitals, parks, subdivisions, and other multi-phase projects.  Zane also works on hillside residential lots, residential subdivisions, and industrial projects, and also serves as a primary contact for the company with architects, developers, private and public Clients, including the City of Missoula.

Cory Davis, E.I., came to TLI with a background in construction engineering as he had previously worked with a General Contractor in a Cost Engineering capacity. Cory has put his construction engineering background to use by being an inspector on various projects including asphalt trail, sidewalk, and curb construction. Along with his inspection duties, Cory has also been heavily involved in shared path trail design as well as curb and sidewalk design. Cory has also been heavily involved in DEQ application submittals concerning drainfield and septic systems. Cory also has quality experience in contract administration as he has put together numerous contract documents as well as performed the administration on them.

Kolten Knatterud, E.I., came to TLI with a construction background working for Prickett Construction in Bozeman, Montana and as an independent contractor for Steadman Roofing in Belgrade, Montana.  Kolten is an involved member of the American Society of Civil Engineers and performed volunteer activities in the Helena school system with this organization.  Kolten is presently involved in performing inspections on a number of projects currently being overseen by TLI and has experience with water, sewer, grading and drainage inspections.  He has been involved in the design process of a number of TLI projects and is heavily involved in the operation and maintenance of many of the water and wastewater systems managed by TLI.

Grant Writer / Engineer

 Lew Burton, P.E., has forty years of experience in the Civil Engineering field and over thirty years of experience procuring funding for projects via grant writing.  Lew has prepared numerous Preliminary Engineering Reports (PER) for various types of projects and has written and administered grant funding from a variety of sources including Montana’s Natural Resource Damage Program (NRDP), and the Department of Natural Resources and Conservation (DNRC).  The DNRC ranked one of his proposals for a Renewable Resource Grant as the fifth highest in the State based upon a completed PER.  Lew has been employed by the DNRC as a technical reviewer of Renewable Resource Grant Applications for water resource projects during the 2002 funding cycle which involved the review of PERs.  Lew also has experience as a State Conservation Engineer for Alaska during which he was responsible for managing engineering and water resources programs.  He has developed watershed projects and river basin studies, and has conducted planning, design and construction management of: subdivisions, commercial development, public water and wastewater systems, stormwater facilities, irrigation systems, dams, channels and pipelines, river stream bank restoration projects, stock water systems, animal waste systems, recreation development and mine reclamation projects.

Land Use Planning Professionals

Paul Forsting is a Land Use Planner responsible for project assistance, including compilation of various land use applications and submittals, and preparing necessary documentation for project permitting, approvals and recordation.  He is experienced with the various State, County, and City guidelines and regulations pertaining to subdivision and Land Use Planning.  Paul’s energized perspective and unremitting attention to detail offers TLI Clients a contemporary edge to their projects.

Design & Drafting Technicians

Justin Winz is the CAD Manager and a Design Drafter with extensive road, grading, and general Civil Design experience.  He fully utilizes AutoCAD Civil 3D to produce construction drawings with surface modeling for less complicated calculation of design quantities.  He works closely with TLI’s drafting staff to assist with CAD operation and design.

Tony Evans is a Surveyor and Design Drafter.  He has extensive experience in field surveying and staking, construction staking, drafting & design with AutoCAD Civil 3D, and is proficient in GPS staking, mapping and utility locating.

Survey Crew Party Chiefs

Jack Judd and Kyle Brueggeman have over 30 years of combined experience as Surveyors with experience in all aspects of Land Surveying including Construction Layout and staking.  They are experienced in the use of Leica Total Stations, Digital Levels, and Trimble GPS.

Administrative & Support Staff 

 

Territorial-Landworks, Inc. employs qualified and courteous support staff.  Amy Rice is the Bookkeeper who is responsible for all financial matters including coordination of invoices, receivables, payroll, etc. Stephanie Dwyer has a Bachelors Degree in Chemistry and is currently pursuing a Masters Degree in Occupational Safety and Health; she performs the roles of Project Assistants for all aspects of Engineering, Surveying, and Planning projects.  They assist in research and the assimilation of submittal packets, coordination of plat filings, and other elements necessary to maintain the momentum of our projects.
